Stormwater Utility

The Board of Aldermen decided to create a Stormwater Utility in 2017 funded by property owner fees based on a property's amount of impervious surface.  The Utility is necessitated in part by regulations including: the Town’s requirements under the National Pollutant Discharge Elimination System (NPDES) program; the listing of Bolin Creek on the State Impaired Waters list; and the ongoing implementation of the Jordan Lake Rules, but also to better address drainage, flooding, and infrastructure concerns and resilience in consideration of hydrologic (precipitation and runoff) changes associated with climate change.   A new rate structure was established in June, 2018 to provide dedicated funding for stormwater management activities.
